CHARGES OVER TRAIN TRAGEDY SPARK PROTESTS – The Hindu

KOLKATA: There was a ruckus at a press conference here on Saturday as some intellectuals close to the Trinamool Congress refused to answer questions after accusing the Communist Party of India (Marxist)-led State Government of being responsible for the tragedy involving the Gyaneshwari Express early on Friday.

Some of them have been nominated to important positions on railway committees after Mamata Banerjee took over as Union Railway Minister. The group, claiming to be representatives of civil society, charged that the rail tragedy had been planned in the run-up to this Sunday's civic elections in West Bengal not by Maoists but by the ruling party in the State to prevent “winds of change brought by Mamata Banerjee”.

After their opening remarks they refused to answer questions posed by journalists seeking to know the basis on which they had cleared the Maoists and fixed responsibility on the State Government instead. They declined any further comment saying they had just received a call from the State Election Commission to immediately put an end to the press conference.

Immediately afterwards there was a furore at the Kolkata Press Club as journalists claimed that the group had openly extended support to a political party without taking questions from them. At this point policemen entered the premises and ensured that the press conference came to an end on the ground that it was continuing in violation of State Election Commission rules in view of Sunday's civic polls.

The Press Club later issued a statement condemning the incident “because police cannot make a forced entry into the club without verbal permission from the club authority”. West Bengal CPI (M) State Committee secretary Biman Bose in a letter to the State Election Commissioner called for action against those alleging that his party and the Left Front Government were “conspirators” behind the train mishap.

PEOPLE'S IRE IN GREECE - R Arun Kumar

IT was supposed to be 'shock and awe'. It was termed as the biggest 'rescue' package to stabilise the Euro zone economy. Majority of the Greeks were 'shocked' and 'angered' instead of feeling 'rescued' by the package announced. Massive demonstrations continue to rock the country. Working class led by the PAME, a confederation of various trade unions and the Communist Party are participating in ever increasing numbers. While the Greeks have come out on the streets expressing their opposition to the European Union bailout package, the stock markets world over were buoyed by the news. Even the Sensex witnessed a rise.

On 9 May, a Sunday, the European Union announced a €750 billion ($955 billion) bailout plan. This money would be available to rescue Euro-zone economies that get into financial troubles. The plan would consist of €440 billion of loans from Euro-zone governments, €60 billion from an EU emergency fund, and €250 billion from the International Monetary Fund. Germany would have the largest share of guarantees, committing to back €123 billion of the debt in case of further loans to Greece; France would shoulder €92 billion, and even tiny Cyprus nearly €1 billion.
Sarkozy, President of France termed the EU's decision as a “systemic response” to a “systemic crisis”. This response is an attempt to solve the problems arising out of the systemic crisis of capitalism within the capitalist system. It took the involvement of the who's who of the leaders of the capitalist world for this 'rescue' package to come out – Obama (President of the US), Merkel (Chancellor of Germany), Sarkozy (President of France), Alistair Darling (Chancellor of the exchequer of UK), Bernanke (Chairman of the Federal Reserve of the US) and Dominique Strauss-Kahn (Director of the IMF). The announcement was timed to 'perfection', before the opening up of the Asian markets that lead the markets that open on the first day of the week. And the markets did not disappoint, they opened with a boom. But markets do not reflect popular sentiment.

AID COMES WITH STRINGS ATTACHED

The anger of the Greeks can be understood from the statement made by German Chancellor Angela Merkel coming out of the marathon session that finalised the bailout package. She said Euro-zone nations need to “intensify efforts to cut budget deficits”. She stressed that “aid for Euro-zone governments would come with strings attached, including austerity programs designed together with the IMF”. Greece had already announced a series of austerity measures that burden the common people. Spain and Portugal have now decided to make additional spending cuts to bring down towering budget deficits more quickly. Spain plans to cut its budget deficit to 9.3 per cent of gross domestic product this year, from 11.2 per cent in 2009, and to 6.5 per cent in 2011. Portugal plans to cut its budget deficit to 7.3 per cent of GDP this year. Last year's budget deficit was 9.4 per cent of GDP. All this come at a tremendous cost to the people, as the people of Greece are already witnessing.

Under the pretext of bringing the country out from the crisis, the Greece government led by the Social Democrats, the PASOK, has launched an open war against the workers’ and people’s gains. Mass dismissals of workers and privatisation became the guiding philosophy. Salaries, pensions and many allowances to the working people and employees were drastically cut. Retirement age was increased and many collective agreements of the working class, which were won after intense and protracted struggle were sought to be abolished. It increased the redundancy threshold and extended permission for increasing the number of contract employees. Indirect taxes, especially on essential commodities were increased to 23 per cent. These measures significantly affect the living standard of the working people and pensioners. The prospects of the unemployed whose number had almost reached 800,000, too were drastically affected as recruitment had stopped and money given as unemployment benefit was reduced. The Social Democrat government that had come to power only a few months back, reneged on the promises it had made to the people. Above that, it started implementing the despised policies of the earlier Conservative government and started kowtowing to the dictates of the EU.

RISING PROTESTS

Greece rose in protest against these measures with large number of people voluntarily participating in the strike calls given by the PAME. Many sections of workers who hitherto did not take part in any working class action responded to these calls. Many workers broke ranks with the reactionary trade unions and joined the PAME. The country was virtually on the boil from the month of March, wherein the first of the series of strikes was organised. The working class matured and tempered with every action they had undertaken, had withstood various attacks from the ruling classes – the threat of court orders banning strikes, strike breaking tactics and even physical intimidation.

The Communist Party of Greece, KKE, organised intensive and extensive campaigns against the policies of the government both in the workplaces and in the residential localities. They were enthusiastically received by the people. The massive demonstration held on the May Day and the banner that they had tied on the Acropolis rock urging the people of Europe to rise, caught the attention of the people world over.

The PAME had brought together various other class and mass organisations in these demonstrations. The All Farmers Militant Rally (PASY), which had organised road blockades throughout Greece during the first week of March joined the workers together with the Pan-Hellenic Anti-monopoly Rally of Self-employed and small tradesmen (PASEVE) and the Students' Militant Front (MAS). They were joined by various other women's and youth organisations. Protest demonstrations soon spread to almost 75 cities in the country. It is this broad coalition of various class and mass organisations and the tremendous people's response that is sending shivers to the ruling classes.

This unity of the toiling sections in Greece has also made the various parties of the ruling classes come together. The main opposition party, Conservative ND, though had voted against the austerity measures of the government in the parliament, joined hands with the ruling party in condemning the PAME and KKE. They are calling for the isolation of the KKE and are blaming it for various anarchist acts for which the party is not responsible. Inside the parliament, they had accused the KKE from 'ruining tourism' to planning to 'burn the parliament'. They alleged that it was KKE and PAME who were responsible for the death of three people who were burnt during the demonstration on May 6.

DEEP ROOTED CONSPIRACY

The KKE and PAME strongly denied these accusations and brought forth facts that not only absolve them of responsibility but also prove some deep rooted conspiracy of the ruling classes in this incident. In a statement issued immediately denouncing this incident they said, “A group of provocateurs tried to involve demonstrators in riots by snatching flags of PAME and using different slogans and actions. Their intention was clearly to slander KKE and PAME. Volunteers, on noticing them immediately intervened and disarmed the provocateurs and isolated them. They were also condemned through the loudspeakers at the demonstration”. They also pointed to the fact that this act was carried out after almost the entire rally organised by them had reached the parliament building. In spite of these facts, the entire media repeatedly spread canards against the KKE. In fact, it is this incident that was prominently broadcast rather than the massive protest demonstrations that took place in the entire country.

The ruling class of Greece are desperately trying to malign and isolate KKE which is spearheading the struggle. Of course, they were unable to succeed in their designs till date. As Aleka Papariga, the general secretary of the KKE has stated, “to drive us to the wall, to hinder our actions, do not even think about it...because after 92 years, we very well know whom we are fighting against”.

The 'rescue' package announced further necessitates Greece to follow stringent measures that are going to hit the common people even more harder. The KKE and PAME announced that they would be met with even more massive popular mobilisations. It is this organised working class actions that have kept the anarchists at bay till now. The discipline and resolute unity displayed by the people is sending tremors among the ruling classes. It is these actions that have pushed the EU to intervene little earlier and announce the bailout package. They have also pushed Germany to shed its earlier inhibitions and put in its money in these 'rescue' efforts.

While the working people of Greece are united in their struggle against the efforts of the capitalists to shift the burdens of crisis onto their shoulders, the ruling classes too are gearing up to protect their hegemony. It is this manifestation of class struggle that we are witnessing today in Greece.

FOREIGN EDUCATIONAL INSTITUTIONS (REGULATION OF ENTRY AND OPERATIONS) BILL 2010 AND MALEGAON AND MODASA BLASTS IN 2008

THE last week of April was dedicated to financial business in both houses. In Lok Sabha increases in the prices of essential commodities, petroleum products and fertilisers were the issue on which the Left and other opposition parties walked out for three consecutive days. There was a division on cut motions moved by the Left and other parties when a large number of demands for grants were guillotined. In the voting on finance bill on April 29, the Left parties’ amendments were defeated by voice vote. The Left and other parties registered their protest over the price increases and walked out during the voting.

Brinda Karat, CPI (M), strongly raised the issue of revelations by agencies on bomb blasts in Ajmer dargah and Mecca Masjid, Hyderabad. She said according to investigations, groups acting in the name of Hindutva committed these blasts in these places of worship. Similar groups were involved in the Malegaon and Modasa blasts in 2008. But the government immediately linked the blasts to members of the Muslim community. Blaming Muslims has become an automatic reaction. It is gravest injustice to the community and it helps terror groups as the credibility of our investigation gets compromised. The arrest, torture and incarceration of 75 Muslim youth in Hyderabad in 2007 and later in Malegaon in 2008 were shameful. Demanding fresh probe into the Mecca Masjid blasts in the light of new evidence, she insisted on compensation for these youth and an inquiry into the network of groups committing acts of terror in the name of Hindutva in different parts of the country.

Earlier, opposing the introduction of the Foreign Educational Institutions (Regulation of Entry and Operations) Bill 2010, Basudeb Acharia said allowing foreign direct investment in higher education and foreign teaching staff into the country will distort our already elitist educational structure. It will make education more commercial, without any regulation and control over such institutions. He said the government is seeking to centralise all powers in the sphere to the detriment of the states. One notes that this bill was sought to be introduced in Rajya Sabha in 2007, but the government could not do so because of stiff opposition from the Left.

On May 6, Lok Sabha discussed the need for specific parameters of conducting the census. Participating in the debate, the CPI (M)’s Ram Chandra Dome said our country is a democratic secular republic and we cannot support any division on the basis of caste, creed and religion. Our plans, policies and programmes are made on the basis of exact composition of the people. But reservation has the constitution’s sanction. We are for a casteless and classless society but are carrying the legacy of the past. It is unfortunate that the caste system is still continuing, needing enumeration on caste. So the government must formulate a mechanism to include OBCs in the enumeration process to make it meaningful.

On May 7, last day of the budget session, Lok Sabha witnessed a walkout by Left and BJP members opposing the introduction of Civil Liability for Nuclear Damage Bill 2010. Opposing the bill lock, stock and barrel, Basudeb Acharia and Ram Chandra Dome termed it as unconstitutional, saying it violates article 21 of the constitution. The bill violates the Supreme Court judgement which said the polluter pays the damage. The right to life is a fundamental right of a citizen but the bill compromises one’s right to claim adequate compensation.

DEAL FIRMLY WITH HINDUTVA TERROR

EDITORIAL OF PEOPLE’S DEMOCRACY

THE arrest of three persons for the Ajmer Sharief dargah blast of 2007 is further confirmation that extremist Hindutva groups are resorting to terrorist violence. The Rajasthan police arrested one person Devendra Gupta who reportedly belongs to the RSS from Ajmer and two others from Madhya Pradesh. Their links to the extremist Hindu outfit, Abhinav Bharat, which is responsible for the Malegaon blast in 2008, has also been established. More significantly, the investigation has yielded a lead to the Mecca Masjid blast in Hyderabad which took place in May 2007 in which nine persons were killed and 58 injured. The SIM card found at the site of the blast in Ajmer belongs to the same batch that was used to trigger the blast in Hyderabad.

The Hindu extremist groups had targeted, in all three cases, Muslims. In Ajmer and Hyderabad, they were religious places of worship and in Malegaon the blast occurred where Muslims gathered for prayers.

The lineage of these terrorist activities by Hindu extremist groups can be traced to an earlier period. In 2006, two Bajrang Dal activists were killed while making bombs in Nanded. These two men were responsible for the bombing of a mosque in Parbhani district. Earlier, activists of the Nanded cell had carried out attacks at Jalna and Purna in 2003. There was an attempt to explode a bomb at Bhopal in 2002.

In these cases, the police and the investigating agencies did not make serious efforts to probe further and establish the culprits and their links with the Hindutva organisations. Now with the “Abhinav Bharat”, the group of conspirators who organised the Malegaon blast and helped the other terrorist attacks and the exposure of the Sanathan Sanstha’s bomb making activities in Goa, it is no longer possible to deny that Hindutva terrorism is a reality. Both the Abhinav Bharat and the Sanathan Sanstha expound a militaristic Hindutva spewing hatred against the Muslims.

The intelligence and security establishments in India have been reluctant to recognise this reality. They are fixated on terrorism emanating from Muslim extremism and its external links. Otherwise, the investigation into the horrific Samjhauta Express blast would not have reached a dead end. The target was the train to Pakistan filled with Muslims. Yet, stories were planted of extremist groups from Pakistan being responsible for this gruesome attack.

The other aspect is the strong defence of those accused in the Malegaon blasts by the RSS-BJP combine. The RSS and the Vishwa Hindu Parishad organised a campaign in defence of Pragya Thakur and her co-accused. Cries were raised about the persecution of “Hindu sants”. The then BJP President, Rajnath Singh, attended one of the VHP sponsored Sadhu Sammelans and joined the chorus. L K Advani wrote to the prime minister about the torture Pragya Thakur was subjected to in police custody.

Here it should be recalled that one of the suspects in the Abhinav Bharat case is Swami Asimanand, who operates in the Dangs district of Gujarat. He is lionised by the Sangh combine for his virulent anti-Christian campaign. Curiously, neither the Maharashtra nor the Rajasthan police have been able to arrest him so far.

Both the RSS and the BJP do not want to acknowledge the truth. Elements from within the Hindutva outfits have taken to the path of terrorist violence motivated by fanatical hatred.

The preconceived notions in the security agencies about “Muslim terrorism” was glaringly evident in the investigation into the Mecca Masjid blast. Scores of Muslim youth were rounded up, many of them beaten and tortured. After two other blasts occurred, 26 Muslim youth were chargesheeted for waging war against the State and released after seven months for lack of evidence. In the case of the Ajmer blast also, initially, the police announced that they had arrested a Muslim suspect. The latest revelation should bring about a correction in the approach of the police and security agencies.

The terrorist attacks in Malegaon, Hyderabad and Ajmer must be seen as the handiwork of a network of Hindutva extremist groups. They are a mirror image of their Muslim counterparts. What is required therefore is a coordinated investigation into all these attacks. It is inexplicable why the cases involving the Hindutva terrorist attacks have not been handed over for investigation by the newly set up National Investigation Agency. Except for the Goa blast case, the NIA is not handling the other cases. The union home ministry and the NIA showed alacrity in transferring the case of a burning of a bus in 1995 in Aluva, Kerala, by the activists of Madani’s party protesting against his detention. The Kerala police had investigated and found all the culprits involved in the incident and the case is now in the court. Yet, the NIA has taken over the case. But where it is established that the police have even gone down a false trail initially in Rajasthan and Andhra Pradesh, the NIA has not been brought into the scene.

The UPA government has shown lack of clarity and firmness in dealing with Hindutva terror. Hopefully, the latest revelations regarding the Ajmer and Hyderabad blasts will end this pusillanimous approach.

PLANTATION BILL

Rajya Sabha has passed the Plantations Labour (Amendment) Bill 2008. Joining the debate, Tapan Kumar Sen said the bill’s provisions are not consistent with its Statement of Objects and Reasons. The bill is supposed to address the issue of safety in the plantation sector, but the surveys made by trade unions show that exposure to chemicals and pesticides in the sector is creating problem for the workers. It is creating even mental retardation among the workers, leading to widespread drunkenness by which they are losing hard-earned money and their families get pauperised, run after moneylenders and ultimately fall in a debt trap. The penalty provision is inadequate to compel the employers to abide by safety requirements. Plantations are normally located in remote areas where state government hospitals are not accessible. So garden hospitals must increase in number to take due care of the workers.

Sen said plantations are in no crisis at all; they are projecting a crisis only to rob the workers of their legitimate due. The commerce ministry and labour ministry must move in unison to see that workers get a better share of the wealth they create. Unless there is an effective monitoring mechanism in the sector where workers are extremely weak, they will continue to be the victims of exploitation. There was a wage board for plantations in 1966; thereafter there is none. The government must address this anomalous situation and immediately constitute a wage board to address the wage issue, while checking the labour law violations.

NATIONAL HUMAN RIGHTS COMMISSION HAS TEARS FOR NANDIGRAM VICTIMS BUT NOT FOR INNOCENT PEOPLE KILLED BY MAOIST BUTCHERS, RAPISTS AND EXTORTIONISTS

SUB: MAOIST BRUTALITIES IN WEST BENGAL & OTHER PARTS OF INDIA

Most respected Sir,

As an ordinary humble citizen of the country, I would like to invite your immediate attention to the following fact.

Your esteemed organization had taken 14 unfortunate deaths at Nandigram on 14-03-2007 in West Bengal and even issued press statements promptly condemning the incident and the Left Front Government. You had also sent fact finding teams to West Bengal This action on your part had received widespread coverage in the media at that time both within the country and abroad.

But you did not use even a single word to condemn the provocation of the rainbow alliance of virgin Marxists, ultra Communists, political opportunists, renegades, NGOs, fundamentalists, right wing and left wing intelligentsia; all fervently anti-CPI (M) culminating in these 14 unfortunate deaths. Today also you maintain complete silence over the ghastly murders committed by the Maoists in West Bengal. As a result, this has raised many a questions in the minds of the people about the impartiality and objectivity of your esteemed organization.

It is needless to mention that the Indian Railway Minister Mamata Banerjee's greatest achievements in West Bengal today is the peculiar beehive of all fervently anti-CPI (M) forces she has constructed around herself.

As a matter of fact, blatant hypocrisy, vicious jealousy, megalomania, denigration, intolerance and bigotry - all the typical characteristics are getting detonated on this new platform provided by Mamata Banerjee. The issues of Nandigram, Singur and Rijwanur Rehman were created by the conglomeration for petty electoral gains. Your organization also reportedly helped it in all possible manners knowingly or unknowingly.

This assembly is the last hope to 'liberate' the ‘“so-called”’ despaired and strained Bengal populace from thirty-two years of uninterrupted Left Front rule in the elections to be held in 2011 as has been done in different European countries to dislodge Leftist Governments with the help of imperialists, corporate media and finance capital.

In fact, “so-called” social activists Arundhati Roy, Mahasweta Devi, Medha Patkar, actress Aparna Sen and other intellectuals and human right activists sharing same opinion and boat are bent upon pushing India into a civil war in the name of fighting for the “so-called” cause of the tribals. Their destructive and hideous role during Nandigram and Singur episodes and support to the Maoist slaughterers, rapists and plunderers has emboldened the Maoist terrorists to carry on their criminal and gruesome activities uninterrupted.

These “so-called” intellectuals are very much apprehensive and worried for the safety and security of the perverted Maoist butchers and rapists in India, who have been carrying on their nefarious and criminal inhuman brutalities on the common people ranging from amassing huge wealth, destruction of natural resources, plunder, rape, murder, extortion, blowing up schools, health centres, railway tracks, torture and Kangaroo trial using the indigenous people as pawns and human shields. Out of her utter sympathy and compassion for the Maoist butchers and rapists, social activist Arundhati Roy has initiated a mass petition on 12th October 09 to the Prime Minister of India urging him to stop offensive against them and their brutalities under the pretext of civil rights. She has obtained the signatures of respected Noam Chomsky and other renowned dignitaries within the country and abroad to make the petition more acceptable, significant and weighty in order to glorify and justify the Maoist cruelties and violence particularly on the indigenous people. If Arundhati Roy and other signatories were really interested for the well being of the indigenous people, they would have also petitioned openly to the perverted Maoist butchers in the same manner, style and spirit urging them to desist from wreaking havoc on the indigenous people by using them as pawn and shield for suiting the tainted Maoist political agenda. But it is not so. The one and only one aim and objective of the petition is to push India into civil war and create sympathy for the Maoists and justify, glorify and legitimize their mindless shocking brutalities.

The society demands timely disposal of the dead body of even a creature. But the entire world witnessed with horror how the dead bodies of 4 poor tribal CPI (M) cadres butchered by Maoist-TMC-Congress-SUCI Alliance were kept in open for 5 days without allowing disposal by the Maoist-TMC criminals at Lalgarh in West Bengal. Their relatives were neither allowed to come near nor touch the dead bodies. The Maoists and TMC workers danced and sang around the bodies in the same manner as is practiced by cannibals. Their brutality and inhumanity surpassed all limits of human tolerance and society.

These “so-called” Indian intellectuals and human right activists had played an important role during Nandigram and Singur episodes to extend moral and logical support to the rainbow alliance of TMC, Congress, Maoists and SUCI under Mamata Banerjee. They had unleashed widespread virulent, venomous, exaggerated and politically motivated campaign throughout the world and organised processions, rallies, meetings, and mass signatures and so on against the mainstream Leftists over the unfortunate death of 14 persons in Nandigram resulting from provoked police firing where as they maintain complete silence over regular murders committed by the Maoists. Many of them had directly or indirectly worked actively for the victory of Maoist and Mamata Banerjee supported Congress-TMC-SUCI candidates in West Bengal in the last Parliamentary elections held in May 09 making the Nandigram, Singur and Rijwanur Rehaman episodes important election issues.

Despite this, these ‘pseudo’ Indian intellectuals all along shamelessly pretend to be impartial, neutral and non-political.

More than 87% landowners had consented to offer their land for the establishment of an automobile factory at Singur. But it was abandoned due to the political agitation of Mamata Banerjee and her team consisting of opposition political parties, Maoists, some intellectuals, few human right activists and a section of motivated media. Singur had nothing to do with SEZ.

Similarly, in spite of repeated assurances by the Chief Minister of West Bengal that no chemical hub would be set up at Nandigram, Mamata Banerjee and her team had caused the unfortunate incident on 14th March 2007 by way of utter provocation and manipulation resulting in 14 unfortunate deaths.

Had these intellectuals been impartial, unprejudiced and unbiased the incidents of neither Singur nor Nandigram would have taken place.

The Maoist-TMC-Congress-SUCI butchers under the leadership of the Union Railway Minister have murdered brutally hundreds of CPI (M) and other Leftist leaders, cadres and supporters in West Bengal. They have blown up school buildings, health centres, mobile towers, railway lines, railways stations and what not. But these intellectuals and human right activists are maintaining complete silence. They think that only the Maoists are human beings and as such have access to civil rights. Except the Maoists, none in the country can have any human rights and the murder of hundreds of people by Maoists is, therefore, justified and a need for the society. So, they have not yet uttered even a single word to condemn the crimes of the Maoists.

Every murder is unfortunate and condemnable. Had this group of intellectuals and human right activists played an impartial role and stopped lending moral and logical support to the Maoist butchers, the unfortunate deaths at Nandigram and other parts of the country could have been avoided easily. But the fact was that Mamata Banerjee and her rainbow alliance needed some dead bodies for winning the parliamentary elections in West Bengal riding over sympathy wave and the intellectuals and human rights activists presented the same in time to suit her political agenda.

Most of the Maoist victims are teachers, grocers, daily wage earners, farmers, government employees, police & soldiers, labourers, students, rickshaw pullers, hawkers and people belonging to other weaker sections of the society.

It is also a fact that most of the victims belong to indigenous people comprising Scheduled Castes and Scheduled Tribes, Muslims and other weaker sections of the society.

Apart from this, 65 police personnel 1 doctor, 1 nurse, 4 government employees on duty were also killed by Maoists.

There is no denying the fact that PUCL, APDR and other similar “so-called” human right organizations and some pseudo intellectuals have been fully supporting the Maoist ideology and brutalities on different pretexts to destabilize the country. Even they try to justify the brutal massacre of Indian Jawans by Maoists in Garchirouli, Dantewara, Shilda, Orissa and other places. In the parliament the so-called intellectuals and human right organisations have been very rightly termed as “OVER-GROUND FACES OF UNDER-GROUND MAOIST MOVEMENT”

Under the circumstances, I would request you to kindly look into the matter seriously and ensure that this procession of deaths in India is stopped immediately in the interest of human rights of all irrespective of political affiliation, caste, creed and religion.
